Comments tab is a part of ticket detail view. Here is the main properties of the ticket shown, eg ID, status, priority, subject and description. In lower part of the page all comments are shown and the form has a part to add new comments. The Comments tab is displayed only when Ticket tab is selected in the left part because comments are associated with the ticket only and not to requester or organization.
