Assign CI to service order ticket

Nlxid: REQ0006361

New settings, AssignCisToTicket, added in global settings. This setting shall be activated to make it possible to add a predefined CI to the Service Catalog item and get this CI to be automatically linked to the created Service Order ticket. If this settings is activated NSP will take CI  from reference field in Service item and insert it as linked in created ticket.
