The language setting can be done in the form Settings. This form you can reach by click your name in upper right corner and select Settings:

Time format setting defines if times should be displayed as 12 h (10:42 PM) or 24 h (22:42). Setting affect all parts of SSP where time is shown.
Default Customer Account setting defines default customer account that will be used in Order forms.
Enable Knowledge Base search setting is available if system administrator has enabled the feature in permission settings. If you enable the setting here you can search for solutions in Knowledge base in form for Sumbit Ticket.
